Start by clicking on this link Google My Business (wait not yet! Im not finshed showing you how to do everything yet) and it will take you to this page where you need to click "start now"

This tutorial is only showing you how to get your website on Google maps, it doesn't have to be registered it's just another way of advertising for free :)
