Cookie notice plugin
The first plugin we will look at is cookie notice. Easy to install and maintain, if offers all options and the banner on your website looks like this when fully deployed:
Go to the wordpress dashboard of your website>plugins>add new (1)
The following window unfolds:
Add your keyword (2) cookie notice. Select the plugin and activate (3)
Once you are done, go to your worspress dashboard>settings>cookie notice
Adapt to your choice and save. It looks something like this:
once you have tagged the settings according to your needs, save changes.
The banner should display on your website now. (If not refresh your browser)

I am based in Asia, but there are many Europeans here and no doubt some will access my site from home when they return. Therefore I will do my research as you suggest and pick an appropriate cookie.
Chocolate chip oatmeal raisin would be my choice if they were sitting warm on a plate in front of me.
