Just a quick recap, to make sure you got everything:
1. Make sure the landing page is good and relevant.
2. Optimize your campaign into tightly grouped keywords.
3. Use the base keyword of the adgroups in your ads.
4. Aim for CTR's of 2% or higher
5. Increase the bid of poor but relevant(according to google) by 50%
6. Delete any irrelevant keywords immediately.
7. Make sure your ads are on the first page result for most of your keywords.
8. Test and tweak for 3-5 days and keep those keywords in good standing.
Here is a quick chart of estimated bids and quality scores
5 cents or lower= great
5-20 cents=ok
30 cents= poor, but relevant
40 cents up to 1 dollar= poor, irrelevant, delete fast!
5 dollars, 10 dollars= Either your lander is messed up, or your account has been slapped and you probably need to get a new account.
If you do all this, then you should be good to go!

No problem! I've worked with google off and on for six frustrating months trying to figure out how to handle it and now that I've gotten into this "system", google no longer gives me troubles.
The hardest part to all of this is writing compelling ad text that gets the clicks. Once you get that down, the rest is a breeze!
