I personally link to other sites in posts and articles I write. I try to add quality, authoritative sites so that readers can learn more about a particular subject. I think this adds to the user experience.
I do not ask for permission because it is a common practice. I assume the site owner is too busy to review and approve every link they have to their sites.

Linking to more authoritative sites can be a good thing. In fact, The Yoast SEO program includes having a link as one of the things they check off.
If you add link, make sure it is set to open to "new page " so that you do send the visitor away from your website by closing your page when they click on the link.
