Do you think it would be good to have an app that filters out people geographically by city, county, state and country?
Perhaps there is already such an app.
I try to focus my business on the Minneapolis Minnesota local area, because I believe that people meeting face-to-face will accelerate the trust factor which is important in selling online.
What are your thoughts?

I wouldn't filter out folks from outside Minneapolis - that could eliminate people who are planning to visit the area and trust your site as a resource for their visit.
I get the list of conventions coming to Minneapolis from the CVB. Their list goes 7 years I think.
Based on my website, I tell visitors and Google, my target audience is USA and use tags to separate my product to USA, EURO, and Asian. In Google Analytics property, you can set your business area. That is my website way of getting the target audience. Google gives me 84% organic search. Do not miss out the power of tags.

You can do that by going to a mail order house that send out mailer. You can submit parameters that they can get from public records to provide labels, do a mailing of post cards etc or provide an electronic listing.
Yep, I do that with my MailBoxPower account. Direct Mail is making a huge comeback.
Particularly with people who don’t like internet.
And for marketers that want their messages and offers to stay in front of their prospects for days or weeks.
I’m adding QR codes that direct to my landing page so they can scan it anytime they have the time?
