His user name is Jusemie but he’s not showing up under me. What happened?

Because of WA's lifetime cookie policy, the FIRST time someone is referred to WA is the person who get's the referral whether the person signs up then or in 3 years time.
So if "your" signup had seen WA before and clicked on a link, or referred to WA before and clicked on a link, that person would be the beneficiary and you wouldn't.
The way to find out is to ask "your" signup if they had seen WA before you introduced them to it.
I know how you feel if this is what happened to you, because it sooooo happened to me. I took a lot of trouble to personally explain all about WA to a fellow acquaintance and when they finally signed up, someone else received the rewards because the signup had clicked on their link before they had clicked on mine.
That's what I think happened.
If not, you need to refer it to Kyle.

How do I send this to Kyle? Because that’s what I have been doing and he hasn’t responded.

I suggest you send him a PM, if he doesn't respond, try to reach him via Instagram.
If all these fail, I suggest writing another WA Blog Post and label it Shout Out To Kyle: Why Can't I See The Referral Who Signed Up Under Me?
in your blog explain the whole processs from where you think the referral clicked on a link to the part where you know they clicked on the said link, yet nothing is showing up.

I used my referral link to send to someone I thought would be interested in this program.
They sent me a thankyou and told me they had signed up, but they are not showi
Ask your referral for their username to see if they've actually created a starter account. You can type this username in the smart search bar up top to find their profile. You can also check your list of referrals by clicking on the $ icon up top and then clicking on "My Referrals".
If they've created a starter account but aren't in your list of referrals then they either decided to do further research and ultimately clicked on another member's link to join up or they enrolled through the WA website directly. If on their profile you scroll down to the first welcome message and it shows Kyle as the sender, then they went through the WA website and in that case a message can be sent to Kyle so that you get credit. If you see the very first welcome message is from another member then they enrolled through someone else's link. In that case they can't be moved. That's why when sending a link to someone you know personally it's important to let them know the importance of clicking on your link that way they are your referral and it allows you to help them directly. :)
I have a feeling that the person either did not sign up. Or they signed up directly, not via your link.
When the person signed up, did they become a Premium Member? They must become a Premium Member to be tracked as a referral and at that point, you will see the counter change in your airplane. Hope that helps.

The person who referred me was able to track me and send me messages long before I became a premium member. He was sending me encouraging messages along the way as I decided what to do
Then, unfortunately, the person must not have completed their sign up and their profile using the referral link you provided. Otherwise, they would have shown up as your referral. Once they signed up, you would have received a notification email indicating you had a referral who has accepted your invitation. I'm sorry if this has happened.
