I have purchased certain tools for my website from warrior plus through one of the affiliate.
The tool is not available to download and our repeated request to refund is not

Honestly, You should first check their policy on guarantees. And of course, the site itself if it has a good rating. If you have paid through credit card, get your credit card company involved. If you like you can always take it up with your card issuer but you require patience to resolve this issue. The best method for me is to start a dispute on the card's website. You may also like yo contact or send a letter by registered or certified mail within 2 months from the day of purchase of the product in question.

I am of the opinion he is deliberately delaying.
Need more concrete steps to hasten the process

It may take time. Contact the owner of the product, not warrior plus per se. If the vendor is genuine he will get back to you
