I can not find anyway to assess the control panel of my site

... Marion and PJ are right - there is no cpanel at WA so you'll have to use FTP. I use FileZilla (it's free).
There is no cPanel with WA's hosting. What do you want to accomplish? A lot of things can be done without a cPanel if you're familiar with FTP.
If you're seeking a WHM type control panel, there isn't one. Well, I should say we don't have access. WA handles that. We simply have access to the WordPress dashboards.

To get to the control panel of your site, you would need an FTP client. You can download one from Filezilla. After you set it up, just follow the instructions on the filezilla site.
Well, the FTP settings are in the site manager:

Uploads are in your dashboard under "appearances".... widgets, plug-ins and other choices are right there for you in the dashboard

I am building my free site and would like to know if I sned it to a new domain now will all the new posts etc. that i will be writing in site rubis appear on the new domain or do
Don't worry about 'completing' your website because every website continues to be a work-in-progress. In other words our websites will never be complete. Follow the lessons, buy your domain name and ask technical support to transfer your SiteRubix subdomain's content to your new website. BelieveItYes has given you the link. ~Marion
Yes, you sure may transfer from site rubix to your domain at anytime. See BelieveItYes link she provided.
My site rubix site is not complete can i transfer it before or should i leave it until it is complete
I am not sure I understand. Do you mean, is it possible to transfer your content on a siterubix website to a domain you own?
That's the gist of it... but he wanted to know if he had to finish the whole site before he could transfer content.
