I am setting up a page on my website with elementor. this is a bonus for Black Friday. Can I set this page to no index, no follow and exclude from sitemap without having issues with google?

You can click on "no indexing" in edit mode after publishing
I do this for publishing lists of specials for social media only.

Yes, you can do that. You will probably see Google complaining in their Console but it won't hurt your ranking.
