I've heard that redirecting media attachment URLs back to their parent post helps SEO.

On most sites (especially the type you're taught to build here at WA) it's best practice to redirect the attachment pages back to the main post, yes.

Yes and No

Redirecting is advisable, but not necessarily from an SEO point of view. The media attachment pages that get created are low quality/thin content, so you do not want them present.

Redirecting will in theory remove these pages. I also exclude them from my Sitemaps, and I set the NOINDEX value.
