When I started I started getting phone calls. It got so bad that I had to disconnect that line. Emails are a lot less invasive but the one you received is much clearer than most.

Yeah, clearer than others, making me doubt whether it is spam or legit proposal.

I get heaps of similar SEO offers. I just mark them as spam or delete them.

Maybe I should just do the same. Mark them off as spam. We already have here what works, so no need for such help offers.

The links she provided are other peoples sites, not her own. Perhaps she has an author account at those sites.. If this is the case then getting a blog on those sites with a link to your would be very powerful....

I would ask her to supply proof of a recently published post to any of those sites...

Also, look to see if she has used a link to her own site. Look at what email she is using... Anyone contacting you from a gmail account, or anything other than an actual site email, doesn't look legit (typically isn't).

Are they using broken English.. its a sign of unprofessionalism...

99% of Indian SEO's that are pitching to everyone these days are snake oil salesmen. there is a very small amount of Indian SEO's who actually know their stuff..

Thanks for the "caution". I think you're correct. First, you mentioned about her using of free email like gmail. Second, broken English, I noticed some. Third, the first blogs looks like she's really working in those, but then I noticed she included big sites like IBM's. Lots of red flags, but I admit, I was a bit impressed the first time I read it.
