There is something in Webmaster that looks like targetting certain country. So go there in Search Traffic, and check International Targeting (or something similar) and choose the country. But I am not completely clear how it works.

I don't recall that type of training. I suppose you can list the cities, states, regions in your post in a way that makes it known you're talking to them. An example might be:

"If you're on the East Coast of the US, this hurricane preparedness post is for you"
