Hi - you only have 3 articles, Google likes to see between 20 and 30 before they approve you for AdSense, as you need to be getting daily traffic.
You haven't added anything new for nearly a month now. Google also likes to see content added on a regular basis, as this will attract traffic. The site looks kind of abandoned.
And, you don't have a Privacy Policy or Affiliate Disclosure, both of which are mandatory by law.
So, although your reply from Google isn't that clear, what they actually mean by "under construction" is that you don't have enough content, and you are missing the legal requirements on your site.

As far as I know, most Wealthy Affiliate members use Thrive Themes. You might check that out. There is an alternative, too, Elementor. :)

It's in WordPress. It's an installed plug in. So, you have to work on it on WordPress, have either of these installed. For both, to fully access the layouts, etc. You have to pay the license.
