All page builders slow your site down if they are a plug-in. The only ones that don't allow you to build the site offline and upload the files, rather than being installed permanently on your site.
More than likely the culprit is Elementor - I have heard this reported from other users.

If you are using Pingdom or GMetrix to check the page speed of your site you should be able to see which are items that are slowing down your site. Big banners / sliders/ videos are some items that could slows down your page if not configures correctly.

I will address the second question first. 95% of your theme will have a pro version. They do this because they want to eat also. You need to find one that work well in the free version. Also if you find one that is totally free, it will probably not be supported in the future.
I recommend the Omega Theme. It has a free and pro version. It has been around a long time and should be support for a long time.

What I learned about free themes and premium ones is, first impression counts and service and support against vulnerabilities are a must in your business.
So I only buy premium ones to be safe and have an awesome design with many extras you normally need to add as plugins and that can slow down your website too. I get support with questions and the theme is updated regularly.
