The time that you need to wait can vary widely (from an hour or less to as long as a full day). You may just need to give it a bit more time for the DNS settings to propagate through the various caches around the net.

As it turns out I disabled the wp-admin function by redirecting my login through a plugin. I removed my plugin in my ftp site, and re-installed it.Everything is back to normal. problem solved.
If, perhaps, you altered the role of the "admin" user so it no longer has the administrator role, you will probably have to enter a support ticket to have your website restored. Even if that's not the problem, you can still request the website to be restored.

You can upload files to word press, however they can't do anything and will just sit useless in your gallery folder. You don't have access to the WA servers to upload files. There's no SQL database for that to go to nor do you have access to it.
Is that file something related to Google Search Console? for Verification, or Google Analytics? There are other ways to verify these files if so. Let me know and I will assist you.
*Edit* -- Here is Kyle's tutorial for Google Analytics. If you are trying to do Google Search Console. There is a spot for it also in the All in One SEO section that you just place the end of the url. How to Install Google Analytics Using the All in One SEO Plugin

I believe you can download your site files via FTP if you choose to leave WA. But I don't think you can upload or access the files per say. I haven't really played with whats available and what's not as far as the back end of WA goes.
This would have been nice to know prior to attempting to relocate my site to WA. I used duplicator and I cannot even FTP the installer file to the server. Now my site has been down for nearly 24 hours. What possible reasoning could there be for preventing me from accessing my cpanel or uploading files?

I have seen XYZ at Namecheap. It was much more cheap (10 times cheaper in fact), but I still did not take it. For Google this does not matter, this is what they claim. For indexing not a big deal for sure. You can also always submit a post for indexing manually.
