I would like to do the website development on my hard drive and then transfer it to WA platform.
Hi... What programs will you use to develop you site? I would like to do the same but I think WordPress does not allow it... You might be able to design a page and upload it through FTP. Good Question.
I think it is possible to export your site to wordpress importer plugin. I know in the past, before WP became a one-click wonder for most, you could build your website with frontpage or one of the other softwares and ftp it over.

Are you using Windows? If yes, then install the wamp server software to your computer.
There are many tutorials on YouTube for how to do that. For example, here's one:

You can search to find more recent ones that suit your operating system.
If all you want to achieve is not to have your website shown to the world until it is ready, you can use a maintenance plugin, for example:
https://wordpress.org/plugins/coming-soon/
Or simply save content as Draft instead of publishing it. ~Jude
