I went to my URL and put in my site name,went to my page and nothing happened or do I go to site rubix and insert on the page I just set up?

Please review the training again. You will add a page to your site with the Privacy Policy, following the training so that it doesn't show up as duplicate content due to being a template.
I have been thinking about changing my niche and I would have to change my website.
If you change your niche then yes you would have to change your website. You're premium so you have 25 of those to play with.

Just want to find out if you have to have a blog
Website / Blog - just about the same thing. So if you're following the course and you've created a website then you don't have to really worry about a blog.
Now is the time. Even if you're not yet that good in blogging, it's okay. Actually, it would be good if people see you improve as time goes by. Start now! :)

Log into the site's affiliate area and look for your affiliate link. You'll then need to write your content on your site and include your affiliate link to their site. You can also include banners if the site has any.
Hello and welcome to WA Patricia! What you are probaly looking for is the HTML code. It should be as simple as copying the HTML code from the affiliate site.... In which there should be some instructions on their site..
After you copy it from the affiliate site than paste it on to your WA site by going to the " text" area . I think it says text. That is where you put code at.
Don't forget to use the search on WA to find answers to your question. And also to use Google for your answers. I use both.
