Hi - Google looks at user intent, what are they searching for. It will see both of these as being the same question, and will return the same results.
More people are likely to use "what is' but there is nothing to stop you using one version for your title and using the other as a subheading.

The reason I was asking about "what is" and "what's" was because when I put the two keyword phrases into Jaaxy I got two very different QSR(competing sites) scores, one was 5 the other was 107.
I don't know if I'm to take this into account for SEO purposes when building my web pages and articles.
(it wasn't the tv niche mentioned above that was just an example)
