Interesting.
When I was in college (one semester away from a degree in computers) a few years ago, we were told to install a different program for virus protection as the free Windows version wasn't all that great. I have a different one on my Windows 10 laptop. Not free, but there is a free version. Mine came with McAfee (free trial) and Windows Defender (free). Since McAfee was a free trial, I used it while I did research on different programs. During this time I found the one I have installed now. Not really a fan of McAfee, Norton, Comodo Internet Security (free), or Windows Defender.
I used to use CIS for years. My last computer was having problems and this program kept saying I had to pay over $200 just to clean it (viruses, etc.). It wasn't the computer, it was this program. When I got my new laptop (Windows 10) I had the same problem with CIS again. Uninstalled it. Installed my current program and haven't had a problem since with viruses, etc.
As for Windows Defender itself? This has been installed on Windows computers for years. It is turned off on my computer due to my other program. Should already be installed on the PC or laptop. Windows Defender is located under Windows System in the Start Menu.
Sorry if I have offended anyone with this response. Didn't mean too. Just my training kicked in.

Hi Brendie, nothing to worry. You can always turn on/off Windows Defender, and if you have other antivirus program, it should be turn off, otherwise, the two will be in conflict with each other. I have no other antivirus program installed, its only the Windows Defender I am using and I had never encountered any issues, but I turn on my updates automatically to be sure.

Yes, Windows Defender is turned off. McAfee is uninstalled. I have Avast! Premier.

While I was working on my MCSE Certifications we worked with Microsoft on Windows Defender. The Problem was the scope of the product. We have installed over 1000 Windows 10 Upgrades. I do not know ANY that use Defender. We recommend Avast or AVG. All of my people are Degreed and Microsoft Certified.

Thanks for the comment, I had been using MSE on Windows 7 and Windows 8.1 which now becomes Windows Defender on Windows 10 and I had no issues encountered.
