Quotes are considered "fair use." Don't make an entire page of quotes, but if you use a couple of them within the context of a longer, original article, they'll be OK.

Absolutely you can, just be sure to give the person credit who did the quote. You can do it at the beginning or at the end of the quote.

they should not be your entire text, but when used properly, enhance the story that you write/tell

Yes, you can. I don’t think it’s considered as copied text if you cite the name. I use quotes on a few of my posts. What I usually do is, I put their name at the end of the quote.
