A lower QSR is better as this means that there are a smaller number of websites competing for the keyword. The lower the number of competing websites there are, the easier it should be to rank your own website with Google.
With traffic, higher is better. The more searches and traffic there is, the more visitors you should be able to capture, assuming you can rank highly enough with Google.
So you are right, lower QSR and higher traffic is the best combination

QSR of 323 is OK - the lower the better, but there is no hard and fast rule as to what to go for. Some people aim for below 300, others 200 and some even lower.
The key is to try and rank for as many different keywords as possible, that way you won't be reliant on the traffic that may come from one search phrase.
The traffic stats of 9656 is high, so if you could rank for the phrase that you've been looking at, then you should be doing great.
It's also worth taking a look at page 1 of Google for your chosen keyword. The more authority sites that are on page 1 (such as Wikipedia, Amazon, government websites etc) the harder it will be to rank on page 1.
So if you can find a keyword that has a low QSR, high traffic and low authority site competition on page 1, then you've found a winner!
