By the time you get done loading all the necessary software to create a server environment on your PC you could have your site well on its way.
If it simply a matter of not wanting your site to be seen until it is completed, set your posts and pages to private until you are ready.

okay that sounds more like what I am after. This is a case of wanting the site completely built then publishing because its going to take some time to develop as I collaborate with others on it. It is a local business I am working with and it needs to be ready from the get go for local marketing purposes. In this case we are not too concerned about ranking from the beginning.

You can simply create a free website first here at WA. Then after buying the domain that you want, you can then point it towards WA as its hosting site.
Finally, you can just move your current website over to the new domain. This might help: Your Own Domain, Your Brand.TRAFFIC Cheers =)

Dreamer56 is right, but creating a website locally then uploading to the internet is a little complicated.
Why do you want to create it not-published then upload? Many people have a kind of 'fear' of publishing an unfinished website, but you shouldn't worry about that. Your site will be hard to find in the beginning anyway, so you'll have lots of time to spiff it up before traffic starts to land on it.
Plus, waiting to publish, or waiting for a launch date will seriously increase the amount of time it takes to rank! My suggestion is to just start publishing to a real domain now, and improve it over time.

If you're up for the challenge, that's great! If not, try upwork.com. You can probably hire someone for about $10-$15/hour to transfer the site for you, keeping everything in tact.
Nah, I don't have a whole ton of stuff on it yet anyway. I will copy and paste the content. It's just that the site would be a better fit here at WA.
If there's not a lot of content on it, you may just want to start a new site on Wordpress and save yourself the hassle. Better than wasting 10 hours trying transfer a few pieces of content over.

I do like Weebly. I really can't say anything bad about it. It is super easy to use and you can make some really nice looking sites with it.
Got a response from WA Support. Looks like they are unable to transfer it because it is not a WordPress site. Guess I will have to do it the hard way. Drats!

In the meantime save complete backups of your site to your computer 30 Second Daily Backups Full Backup With a Plugin
The website I want to transfer is currently located at Weebly. Will have to look into the back up thing for them.
You would go to appearances on the left-hand side and click export this will open up to other options and tick every box so that everything is collected. Then save this file safely on your computer. Theoretically, this will export the website completely unfortunately often it doesn't it can leave behind media.
To counteract this I would make a copy by going into your Control Panel of your media file. Once you have done that you have two copies.
You then change the DNS to wealthy affiliate DNS Settings if this doesn't make sense then type in DNS into the search bar at the top and the drop down menu will give you options from whoever you bought the domain from.
24 hours later create a WordPress site with your domain name here this will not have any content on at all it will just be a shell of a site. Then press the import button and add the file that you saved once that has been uploaded the site should have been cloned exactly. If there are a few media pictures missing then you can upload the media file manually
