I want to set up an ecommerce website. But I notice there is no info about ecommerce training in WA.

WA's focus is on Affiliate Marketing. I don't know if there are plans to add training content here in any substantial way.
As you say, you can use woo themes and plugins and set up Paypal or similar payment processors that do not require customer payment details but you are paid directly. Such a site can be hosted at WA.
Paypal has instructions for setting up the payment page. Customers can use their credit card and do not need to have a PayPal account, so it is basically a payment gateway service.
It might not be bad way to get one's feet wet in ecommerce, and then move on to a full blown ecommerce site outside of WA later on.
Another option is to get your training wheels with a site such as Shopify. They provide an all inclusive service, including ecommerce guides and training, and even have a starter plan at $14 monthly so one can start small and grow. But you would need to use the Shopify hosting service. More info here:

Someone else asked this recently and the solution was to click on the bit that says "skip the guided setup."
I think it applied to the new register. When I sign in with my old google account (I forgot when was I registered). I can use the free tool.

This has got me curious - I'm in there running the same keywords in google and WA - just to see what they say :)
when you're in that page, go to TOOLS dropdown and click on KEYWORD PLANNER then click "search for new keywords using a phrase, website or category" under FIND NEW KEYWORDS and you are in..
tools dropdown was not found... the page is pretty clean. Nothing else except the image I post in the question.
u need to log-in to your google account first, if u have one. if not, u need to create a google account
I was signed in with my google account. When I landed on the page that I show on the post, I was asked to key in my website address. After clicking next, I was asked to set a budget. Then it shows me some keyword on the next bar. Then ask me to key in advertisement wording. After clicked save and continue, it lead me to a payment page and ask for my credit card number. Then I hesitate to move forward. I give up.
You just need to have a google adwords account - you don't necessarily have to spend any money with it. I just clicked the keyword planner link and did a new search for my site, seems ok and I haven't been asked to define a ppc.
I just click the google keyword planner like a few minutes ago. The link keeps directing me to the web page I show in the question.
I tried put a minimum amount in PPC. Then it leads me to payment method.... that is why I wonder whether the free google keyword tool is no longer available...
Have you tried just filling in these details? Hard to say without really watching what's happening - there should be a menu at the top left hand of the page. Look under the "Tools" menu for keyword planner. The keyword planner is definitely free
After filling up all the requirement, next is the payment page. I hesitate to move forward as it require my credit card number to continue.
Google keyword tool is terrible! WA keyword tool is always my way to go! Jay even teaches ways to check without using a tool as well.
Ok I don't if you are aware of when you search something you can go all the way to the last page and when you scoll to the bottom it shows you how many websites have ranked for the keyword you are trying to rank for, the google one isn't aligned to that like WA and Jaxxay.
The keyword is just a short cut to the last page and suggests more keywords that interesting to your topic and jaxxay just does more and makes it more clear to understand.
