There is no guarantee. Shareasale might accept you but that does not mean the merchant whose product or service you sign up with will approve your application.
A few tips:
1. Your website should have a good amount of content with valuable information already on it, preferably on your own domain..
2. Make sure your website is relevant to the merchant, e.g. don't apply for a product, say, weightloss, when your website is in a completely different niche.
3. Most merchants will ask how you plan to promote their product, what is your marketing plan. You will need to say something like:
I will:
- advertise your banner on my website
- use relevant keywords to drive traffic
- I will promote it through social media (list ones you use)
- I will write a product review on my site
- I plan to promote the product to my subscribers
- I plan to use PPC advertising in the future
Well, you get the idea. Choose the ones that apply to you.
The only way you'll know is to give it a try. if a merchant refuses your application, there is an option to contact the merchant directly to further put your case.
If your application is being refused because your website is not built up enough, focus on getting your site ready with more content and apply again. Persistent rewards.

If you mean having a blog roll under your static page this so far won't work in general but then again I don't know your theme you are using.
Perhaps you can elaborate a bit more?
The question is not clear to me.
You can have either blog roll in the home page or a chosen static page. The later implies that you have to define a separate container-page for your blog roll, which will then be in the main menu. If this is what you want go to Settings, Reading, choose a static home page and do the rest for the blog roll.
In the customize area, you have to select static page as your home page and then choose which page you want to make your home page. Good luck! - Joy
