Yes, EWWW Image Optimizer should be deactivated and in another week or so, you can delete it. Or you can simply deactivate it and delete it now. I tend to deactivate and wait a while before deleting stuff because that is how I roll.
Carson explains more about the new one here and he also also talks about the EWWW one as well. Kraken Image Optimization Now at Wealthy Affiliate

Hi Mike, like DynamicDavid states you will have to de-activate one of the image optimizes. Perhaps de-activating one at a time, and seeing which one is the most beneficial to your site speeds. Kraken is included in almost every upgrade, but it is not compatible with others like the EWWW image optimizer. Pick the one that suites you best, but Kraken is the recommended Plugin by WA.
All the best,
Michael
Thanks Michael
That's what I have done. Site support upgraded me to the new server and kraken so I am going to stay with it!
