Hi Dita, it happens for some phone numbers and depends where're you from and what's ur number. Try following solution:
If you’re not able to complete the automated phone verification process, AWS Support can help you manually verify your account. Follow these steps:
1- Sign in to your AWS account (Google AWS account ) using the email address and password you specified when creating your account.
2- Create a case with AWS Support using the Account and Billing Management option.
3-Choose the Phone contact method, and fill in a phone number you can be reached at within a few minutes.
AWS Support will attempt to call you at the number you provided and manually verify your account.

I already tried your method and succeeded creating AWS Billing account, thank you!
However, what's the next step? I'm still not verified for the affiliate program, it said i need to join again.
