You can empty browsers cache refresh try again. Try different browser or even incognito (private browsing)
if issue persists, I would contact billing at https://wealthyaffiliate.com/contact
Or try PM Kyle / Carson, choose billing / membership.

Yes you can ... You can go in and pay early if you want which would make the new date your new payment date the next month. The remaining time left on your subscription will be prorated when you go in to pay.
To do this click on your profile photo in upper left, then Account Settings. Scroll down to Subscription Settings and click Payment Source, then click on one of the options to change payment source. You will then get the option to choose your payment source and have the ability to pay now, making this your new payment date. This can be done whether you pay monthly or yearly, makes no difference.

Sounds like you have created a membership site, as that is the only site that cannot function on WA servers, due to the demand on bandwidth.
If it is the script that you placed on your website to create a GetResponse form, them simply removing that script SHOULD fix this problem for you.
Perhaps it would be better for you to create a TEST site (free... on the SiteRubix server) so that this sort of thing won't take down your website again.
Then... simply go back to the instructions you tried following, open a separate session of your browser, one with the instructions to follow, one by one... and another browser session with your website Dashboard open to start following those instructions.
