Hello, there are several answers to these questions:
If you register the domain here at WA then WA is the registrar. As for your website, if you host it here, WA is your host.
When you say another service are you saying for domain registration, web hosting or both?
You can use another reigistrar and point the name servers to WA and it would be as if your domain was registered here. You can host your site at another web host but some services here such as Site Content, Site Comments and so on won't work with that site.
