How do I get my own Sign Up widget for my set to allow people to sign up to my website to access some cool features on my site

will have to log in when using my site ?
If you're talking about a membership site, there are various plugins, such as S2Member http://wordpress.org/plugins/s2member/ etc. or WPMUDEV's Membership https://premium.wpmudev.org/project/membership/ However, be warned, you may need your own hosting package, with access to the database tables, or even your own server at a server farm, depending on the numbers of actual Members and how many are likely to be logged in at any one time. Rich.

If you don't fall foul of their exclusion list, you can start with free services such as MadMimi http://www.madmimi.com However, do check their excluded categories at https://madmimi.com/legal/terms as if you breach their terms they're likely to delete your lists without warning and threaten you with a $250 fine! There's training on setting up and using MadMimi here:

Are you trying to build an email list and send your readers newsletters? Aweber.com is what I used to use (its not free but they have $1 trials). There's also mail chip, and I've read about some free ones here (be careful though--the free companies often spam your readers, or so I've heard).
Type in auto responders into the WA search -- a lot comes up. Also, I would advise against making readers sign in to read until you have a lot of quality content. It will discourage them from staying on your site (unless you have a really attractive free offer/course--like a "learn to build wordpress sites in 30 seconds" ).

I want to create a site where all the content and information is free but users who want to post and share there own content must sign up to do so. I also wanted to add a Premium $50 monthly membership sign up for Mass promotion of all Content users share through our site
that would allow our website to promote any content you share with us weather it be a Facebook page or YouTube Channel your trying to gain an audience, Likes, Subscriber or a consumer for what ever it is you want to promote to help our users any way we can even Creating campaigns and ads for your content. I want to build the greatest promotion tool to help people get there stuff out there and do all the behind the scenes work for there promotion which will be promoted everyday 24/7 guaranteed as long as your a premium member. Also post and share blogs you can create on our site or share music, videos or even stream and download there favorite music. A website that would allow it's member to connect and talk to each other forming group chat or joining a group chat of a specific interest of their and create and share new ideas with each other or all around the world which they can share on our site and we'll promote all over the world through our Website, Facebook and YouTube this is why I want a Sign up widget. Can anyone help me with this ?
I still got some ideas and planning to do though before I can launch this site
If you don't have any programming experience --that's going to be an expensive endeavor. It's not something you can do alone. It's important to dream big--but think of a way you can address the same audience through a simple word press site.
There's a widget called "AddToAny" that will add a "subscribe" button to your website. They won't need to log in though.

I am stuck in this part do I simply just send them the site and earn revenue from that or is there a way to refer them so Wealthy Affiliate know I personally refer them to the site
I am on my 7 day free trial and I'm not a premium member yet, as I only have 20 dollars to my name. I can't watch the affiliate bootcamp video or any of those videos... Oh no. :( I need help because I want to refer friends.

If you want to be a WA affiliate you should start with the Affiliate Bootcamp. Go thru the lessons and you will learn everything you need to learn to become a successful affiliate.
Also, in the left hand menu way at the bottom there is a link that says "$ WA Affiliate Program" go there for your link and banner links are there too. It will tell you how the program works.
I would definitely suggest going through the Affiliate Bootcamp from the very beginning. Sometimes it may seem tedious but if you follow everything it says you will have a very solid site within a few weeks.
Also, keep in mind that it may be a while before you get your first sale. It doesn't usually happen super quickly (unless you're lucky). So patience and diligence is what it will take. :)

How To Refer People To Wealthy Affiliate ?
