Hi there,
It's not clear to me whether you're asking how to assign categories and tags to an article or how to structure your categories and tags.
If the former, the answers below have you covered.
If the latter, you may want to think in terms of a filing cabinet. So...
WordPress is your filing cabinet because it contains all your content
Within your filing cabinet you have some drawers that contain related information - think of these as your categories.
Within each drawer you have some folders that contain more closely related information - think of these as your tags.
So you could have a category (or drawer) called Internet Marketing. Within your Internet Marketing drawer (category) you may have some folders (tags): one on email marketing, one on social media marketing, one on PPC marketing, and so on.
So an article you write on email marketing would go into the Internet Marketing category and the email marketing tag.
An article on social media marketing would also go into the Internet Marketing category, but it would go into the social media marketing tag.
