My English is very bad, What should I do to write and publish an article?
You might use a combination of Grammarly and Hemmingway. With practice, your English will improve. Are you not native English?
You can use Grammarly besides the tool WA has (Check Grammar button), but you still need an intermediate level of English (at least). The other option is to hire a writer, but again you still need to read and watch the lessons written, and recorded in English.

Article writer - make it ready to publish?

If English is not your first language then write in your own language. The internet is worldwide, it's not just restricted to the English language.

My website is till not published, do i have an option to change my theme and apply the change even without publishing the website?
learn 2 training 1. Online Entrepreneur Certification (5 courses) 2. Affiliate Bootcamp (7 courses). Do it step by step don’t jump another lesson. Don’t worry it easy to understand, trust me you will enjoy it.
On your wordpress back office, Click on "Appearance", then "Theme", from here you can choose any theme you like
You can change the theme anytime, however some styles may change. We recommend you keep the TwentyTwenty as a back up.
It is also a good practice to hack up site before making big changes. You can do so using the AIO WP Migration and Updraft plugins. UpdraftPlus is a premium which is highly recommended.

there is an option to change an URL for a just created website?
Since you are a starter member, it would be best to just delete the siterubix site and start a new one.
Should you choose to upgrade to Premium later, you could buy a domain name here at WA and transfer your siterubix to that purchased domain name.
However, once you purchase the domain name, you can't change the URL since it is already registered in the system.
So, you want to make sure the spelling it correct, etc before you buy a domain name.
Do you mean you want to change the domain name itself? If so, once you register it, the name stays. You'll have to create a new domain name. I had this happen where I misspelled my domain and I had to register the correct spelling. I just let the misspelled once lapse after it expired.
