Definitely worth targeting that keyword as you more than likely to rank for it. Even if only 40 -50 visitors a month... do that 10 times and you have some steady traffic on your site. More comments, shares and engagement.

I believe that means you have no competition on that keyword. On my experience, keywords with 0 qsr have low average monthly traffic and clicks per month so it is not helpful either.
However, if you found a 0 qsr and relatively high monthly search and clicks then grab the opportunity!

It can be a very good, low competition keyword. However, sometimes I've noticed that the keyword tool messes it up a bit. You can find out by searching your keyword on Google and checking out the top pages. Are they answering the keyword? Are they relevant? Can you outrank them? Those are also good things to check out.
