It is really hard to give you advice on what theme to use. As Lynda said, it depends on what your niche is, and what kind of design you are looking for.
Most of WordPress Themes are free with a lot of customization options available. Usually, if you pay for Theme you get more customization options.
You have to experiment and find out what theme suits your website best.
And about plugins, you can install all plugins on any theme, I never had an issue installing plugins on different themes.

As for plugins, activate and upgrade those provided.
Just make sure to add a cookie plugin if you aima at an international audience
