I am a beginner just starting with affiliate marketing. How do you know whether to use a blog or a static web site to promote affiliate products?
if your product is better promoted by a traditional style series of blog posts then a traditional blog setup would naturally be better... for a more conversational, human, next door person type of setup. This is not to say you should not consider a blog setup for a pro-service/look
also, remember that a wordpress site can be customised to look like a static site and you can benefit from the wide range of plugins available for wordpress

I would start off with a blog type website. You can add a static page later on if you think it would be more appropriate for your needs. Add Blogroll to Menu When Using a Static Home Page
