This function should be available along with the other ones for pics/images etc.
All you have to do is grab the video code or short link.
If you are putting a video on a your page then you upload it from where you have it saved.

To upload a HTML file to your website you would use FTP. But the easiest way to verify your website with Google is to use your SEO plugin Google Verification Using All In One SEO Google Verification Using Yoast SEO

Hello Jeanie!!! I am not a Youtube pro but I think I know what is going on.
Go to Youtube:
On the Left Hand Side of the screen go to " My Channel " and Click on it.
Then in the middle of the page find Video Manager.
Google can be a little wierd and frustrating finding stuff. So if you know a better or another way to get to Video Manger do so. But you want to get to the Video Mangers.
Then you will see all of your unpublished Videos waiting to be edited or VERIFIED!!! You will see your video sitting there. Follow the instructions that Youtube gives you to verify.
It is very simple. They will ask to call or text you to verify.
I assume your video is more than 15 minutes so they are asking you to verify your account.

ah yes, it's 16 minutes.
I have done all of the steps but it's still not verifying. Would you happen to know where on my home page I should add the meta tag to get verified? I'm trying to go another route

It depends on the scope of the error. But the first thing you need to verify is that your date and time on your computer or device to make sure it's correct. When the date & time is incorrect, you may encounter this "Your connection is not private" error on your Google Chrome browser.
I've tested and in my side, your website, which has address at https://jeaniesstampingfun.com/ is loaded properly. Therefore, it must be something on your computer.
The next step is to test the scope of this error. Let use another browser such as Internet Explorer or Mozilla Firefox and then load your website again to see if any error appears?
If no, then the problem is on your Google Chrome browser. In this case, you need to clean up all Chrome cookies and cached files and try again.
If yes, then try to clean up DNS cache on your computer by using ipconfig /flushdns through Command Prompt.
