You would only need Business account if you were going to accept credit card payments on your website.
Start with a personal account and you can always switch to or add a business account later. ~Jude
I have a personal PayPal account for my personal stuff and a business PayPal account for my business stuff. My accountant likes me to keep them separate.
PayPal is better, as is it also where you get paid. That is good so you will be able pay by PayPal balance. You do not need a PayPal business account.
You need paypal to receive payments. You do not need a business account for wealthy affiliate transactions.
