Yes, you will lose them unless you transfer them to another server.
I believe they give you 30 days to do so.
Is canceling your account and not paying the monthly billing cycle 2 different things? If not, will your sites still be safe even if it's just one week of being inactive on WA, and then get back on premium?
if you are late with payment then you have some time, not exactly sure how long though. WA will follow up with you.

So I can only come back as a premium member. I though that was the case as after the first year I was in the same boat, but still thought I could make a go of it and so found the money for another year. I still do, but would like to earn the money first as a non-premium before I do. Seems a very harsh rule.

I do not believe you have access to the cPanel.
Therefore no I do not think you can set up a Cron job.
