In addition to what Bob has said, media library is a section in WP where you put your files such as images, documents like PDF or Docx, videos (not recommended to upload video directly to your site).
It’s not recommended to upload a video directly because it can slow down your site. What you should do is copy the embed code of the video and paste it in the text editor of your page/post. Here’s the tutorial in case it’s the Youtube video you want to add. Embed YouTube Video in WordPress
Since the media library is part of all wordpress sites, you don't need to create it.
To add items to your library, click on the "Add New Media" button when you're hovering over the "Media" menu item on the wordpress dashboard. (#1 below)
On the new page, click on "Select Files" or use the drag-and-drop feature to upload items. (#2 below)
Once items have been uploaded to your Media Library, you can use them anywhere on your site.
While I usually use the Select Files button, here's how to use the drag-and-drop method:
With a Windows Explorer panel open (or from an icon on your desktop), click on the item you want to add and hold the left mouse button down.
Drag the mouse to the :"Drop files here" area on the Media Library page. Releasing the mouse button there will cause the file to be copied to the Media Library.
