Sure sign of a scam -- Look for the wording "This is not a bill." or "This is not an invoice."
Those are standard sentences that scammers include to protect themselves from being sued for fraud. They make their mailing piece look exactly like a bill and then slip that little bit of legaleze in to protect themselves.
