You can remain a free member as long as you like, and you have access to those 2 free websites as long as you like too. So while you build up some money to upgrade you can definitely use the free membership.
However, as Harvey mentioned below, you will not get the full benefits of the training as a free member, so it may take you longer to generate an income and learn the key steps to generating an affiliate income.
In regards to whether you have total rights on your website...you don't have total rights as the website is on the Siterubix subdomain, so you do not actually own the website. You would need to upgrade or purchase hosting to have total rights.
But I believe you do have total rights to the revenue you generate with the website. So anything you promote and earn from on the site is yours.

You can remain a free starter member for as long as you'd like.
Any content that you create and money that you earn are completely yours. WA has no ownership claim to your content. If you leave WA, you can copy off your content and host it elsewhere. WA doesn't take any portion of your earnings.
What a starter member does not own are the domain names for your two free sites. Since those domain names are subdomains of the siterubix(dot)com main domain, WA owns them and you cannot transfer them away from WA.
