Kyle will explain in the training the right time to apply to affiliate programs. It sounds like you haven't reached that lesson yet.
Work through that training and follow his instructions. By then you should have a good amount of content to start monetizing your site with affiliate links.

I finished all 10 lessons of course 1 which I get through the started membership. Does he explain it in premium only?
Did you also do the 10 lessons in the other course. There are 2 free courses. Get Started and Bootcamp. = 20 lessons in all.
Even if you are not going to promote WA, you should do the ten lessons in Bootcamp as well. The principles are the same no matter what affiliate product or service you promote.
You don't have to rush. As a free member you can access the free parts of the site, and tutorials prepared by members, for as long as you wish.

How established should my site be before I find affiliates?

According to the information that I have, it's best to wait for sometime. It's best to wait for some ranking in google first.
I, myself planning to wait for 6 months.
In the meantime I'm concentrating on CONTENTS.
I feel that the key to success is QUALITY contents.
I'm only promoting WA in the meantime.

Looking for affiliate programs and I love costco!
They didn't have one in 2012 and probably do not have one now because if they did, it would be on their main website, which it is not.
Read the last post in this forum. Costco replied in 2012 to say they do not have an affiliate program.

Well, you would have to join Viglink first and that does not mean that an affiliate program is available there now. ~Jude
You can join any affiliate, just remember that if they want to charge you, its not legit. There are companies that take care of the affiliate side for companies. Flex Offers is a company that takes care of companies like Bloomingdale's, Kohls, etc., so this viglink may be one of those companies. If you join them you may find that they represent a lot more businesses than Costco. Good Luck ;)
