I`m looking for a web developer to build an application for sportsman - http://goactive.biz
It appears that the web site has an initial framework already, so are you looking for someone to develop an app for Android and iPhone?
I am a beginner and received an offer to build my website.however they wanted £130 and i can tell you that with the training and support here it is not necessary. good luck jack

There are several members here that are excellent at building websites. It is Expensive. You can do it yourself with the training provided here. Unless, you just don't want to and then I guess post what you are looking for in Chat or a blog or in Discussions with more specifics.
