In my opinion the site owner that builds the website is the only one that can answer that question on whether or not the website is a success. Why?
Not all websites are seeking the same results, so your opinion on my website, for example, is irrelevant because your goals are different than mine.
Perfection is a rarity and more times than not we settle for "very good" as good enough. If you reach all your goals that you initially set out to accomplish, then in my opinion you are a success.

For anyone to actually consider or feel their website is successful, first they must be reaching a goal. Anyone worth their salt will then create a new goal, so everyone is always striving to reach that next goal.
As far as me, no, I still have a long way to go before I reach my goal. I follow the lessons, which by the way, have statistics to prove they work.

I'm not sure my website would be considered successful to many, but I have noticed that a lot of the comments I get are from people telling me that something I had said in a post has really helped them... to me that is a successful website. More than money, I want to be able to help others.

Do you determine their desires before you provide your Content?

If you've seen my website, you know it's about dogs... before I learned all the stuff I've learned, I was clueless. So I assume others are too. So, I create content that I wish was available to me when I needed it.

What if you determined in advance, exactly what they wanted and then provided that?

Rather than providing Content & hoping that is what they want. what-if you knew what they wanted and provide that?

Now, that is the proper attitude… first discover what THEY want & then provide that. That should be the first step.

There are ways to accomplish that 'First-Step' and Yes it will make you a 'Happy-Camper' and a 'Success'.

Would you like to know how to accomplish that 'First-Step'?

First, you need to know WHO they are AND WHERE they hang-out.

Then you read & listen to WHAT they say & ask. They will tell you what they desire & need. You just converse with them & build a relationship and don't try to SELL anything.

When THEY describe a Problem, Need or Desire, you softly mention that you once had that Problem, Need or Desire and found the Solution. Offer to SHARE with them (no-selling)… just offer to HELP & SHARE. THEY will begin to Like & Trust you as your Content is what THEY are searching for. You become THEIR go-to-content-provider.

Do you need to know how to find WHERE They hang-out?

Yes, social-media is a source and you should use that.

But there is a better source.

Go to Google & do a search for Niche + Forum.
In your case, just type into the Google-Search the following 2 words:

dog forum

Just read & listen & then become part of the conversation. Discover WHO They are, what They talk about, what They want & desire. Become Their Friend. Show your Expertise & willingness to Help. Build your Reputation. Don't try to SELL.

Have I been helpful, so far? Have I tried to SELL you anything? Are you beginning to KNOW-LIKE-& TRUST me?
