I'm using the plug in called WPFront Scroll Top by Mohan. It's a very attractive button. It magically appears in the bottom right corner then fades in about 10 seconds so it doesn't get in the way. Scroll one click and it magically reappears. The fade timing can be adjusted.

Very easy to configure and has different styles of buttons.

It's a fun little thing to play with. Got insomnia? You can play with the button on your website until you get tired enough to fall asleep. Up down, up down, up down ...

At my theme you can check a box at appearances>Css>advanced settings

I have 4 different themes, only one of them has this possibility, I just checked all. Custom Community has it. I don't know if there are plugins who are providing this.
