Hi - Yes, responsive means that it automatically adjusts to the screen size of the viewer and the item being used to view. And, yes, I also agree with whoever told you that. You "should" use a responsive site as many people are going mobile every day. (e.g. Tablets, iPhoneX, Smart Phones, etc.)

A responsive Word press theme is one that will look right no matter if is viewed on a phone, tablet, laptop or desktop computer. It will look good on their screen.

Remember google is your friend if your unsure do the research and of course ask questions here. I personally research everything to get a good understanding. Sometime people's answers are all over the place or are different which can be frustrating so I say again make google you're friend. Lol

A responsive theme will adjust to the device it is being displayed on. Using a responsive theme will allow someone using say an Iphone or ipad to view your website and it will adjust automatically. Clear as mud. :)
