what are qualifications of inviting a new person

You don't need to be Premium member to invite other people.
All you have to do is to go to the "Airplane" sign, click on it, and you'll see "Your affiliate link", copy that and link it to your invites, it will get you the referrals you need.

It depends on where you want the HTML code. For example, you can copy and paste the code into a text widget to put in your sidebar. Just go to your Dashboard, Appearance, Widgets and paste the code into a Text Widget and save it. Some themes you have to click add widget and some you drag over to where you want it within the widget area if that makes sense.
And if you want the code within a page or post, you can do what Electrobot said above :)
Are you trying to use the HTML code as a WA banner or image in your page?
Where are you getting this code from within WA? Are you perhaps referring to your affiliate link?

After the 30 days free you can upgrade to the Basic plan for $9.99/month.
Another option is to register your site to Bing, just google for bing webmaster tools, register your site, and get the info you need.
