Question: Is the "Follow Me on" links area on Profile Page viewable by new members not yet Premium?
I've been a member here at Wealthy Affiliate since January 2016.
What are the criteria for another member being able to view your "Follow Me on" links on your Profile Page on Right Hand Column, below Posts?

I still cannot get photos to rotate in WA posts! Guess that's another Question! Lol!
Do members have to be Premium or be following you?
Some people can see them and others cannot....just wondered why

Only members who are following you can see them. It doesn't matter if they are starter or premium.
Both starter and premium members can follow you.
The profile links are only visible to members who are following you. I don't believe that there's any distinction between starter and premium members made on seeing the links.
