Going to buy my 1st computer. I'm looking at a Samsung Chromebook 3. Is this a good choice? Should I go for a Chromebook 4 instead?

YumaBloggers isn't wrong about the Chromebook series having limitations on what you can do on them.
The fact that we are discussing this here at W.A. is a good indication that the Chromebook isn't what you want.
I had pretty good luck with the RCA's 10-inch screens it's a tablet not a laptop, but I saw you mention you have a limited budget.
Don't go for the RCA 7-inch screen they have a glitch and will end up wasting your time.
If it doesn't need to be mobile I would suggest you look at the All-In-One Desktops, but they may be beyond your budget at the moment.
Whatever way you decide, it will make a good product review.

Yes, the All-in-One is a regular computer. It's called an all in one because the hard drive is in the monitor. When you buy an All-In-One it comes with a keyboard and mouse, along with the monitor. their starting price is around $400
Why Chromebook? It's like getting an android instead of a PC, very limited on apps and software it will run.

Yes, you are better saving your money than purchasing a lower-end tablet/laptop. I learned the hard way.
I tried to purchase a cheap laptop, it turned out to be a waste of money & just a few days I ended up purchasing another. It cost more, but it is MUCH better.
So my advice, save your money, put it towards a better machine in the future. OR as suggested buy a desktop instead as you will be able to get a desktop cheaper than a portable machine (since by buying a small device you're paying for its portability).
Also, try looking into buying something second hand rather than brand new. You may get a much better deal, just make sure you wipe it before using it.
I'm using my smart phone right now. I need something now. It's going to have to be a laptop or Chromebook. Low on cash. I'm not the greatest on computers either. I can upgrade later. Just something to get me by for the next year or so.
