WA does not directly have a tool, but wordpress does have several live streaming plugins. You can search for those and test a few out to see if one of them might serve your purposes. I hope this helps.

It's a WordPress site, so if you acquire the necessary third party plugins, there shouldn't be a problem. WA doesn't supply these though, and many require purchasing.
Maybe these are essential to your content and niche but always ask yourself if you 'really' need them lest they cause load time issues for your site, and if you're adept enough in web design to get the best out of them.
Start out light and grow your site as you get traffic, especially try to avoid spending money early on for an idea that might not work, or you don't stick with.
Adam makes a great point about page load latency. I consider myself a typical website user and if a page is not loaded within a few seconds I'm typically hitting the browser back button, unless there is something else on the page to engage me.
