It all starts in the home, when one child seems to be preferred over the other. Sometimes parents don't realize what they're doing and in other cases they do.
We are a product of the homes we grow up in and repeat our parents behavior with our own children. It takes a lot of effort not to repeat your parents behavior. I love to read the Victorian Romance Novels. In a way you can learn a lot about the history of relationships in those books.
Among the nobility, the men had their mistresses for the enjoyment of sex and then they had the wives to procreate the next generation to pass along the title. The were often cold and distant to their children,
It has taken a few centuries for this to change where parents are the hands on care givers and build loving relationships with their children, but then you still have parents that perpetuate the old behavior patterns.
